Introduction

Standing committees study, review, and recommend to the NCEES Board of Directors and the Council appropriate actions and procedures for promoting and enhancing the objectives of the NCEES.

Each committee consists of members from each zone of the Council membership and the chair, except as noted. The President assigns a member of the Board of Directors to be a liaison to the committee. The chair of the committee reports to their respective liaison.


Advisory Committee on Council Activities (ACCA)

Provides advice and briefing to the Board of Directors on new policy issues, problems, and plans that warrant preliminary assessment of policy choices and procedures. Consultants shall have served on the Board of Directors. Consists of a chair and members from each zone—one is a land surveyor.


Awards

Canvasses the Member Boards for nominations for awards to be given at the Annual Business Meeting. Consists of one representative from each zone plus the chair. Members shall be past officers who have received the Distinguished Service Award of NCEES.


Examination Audit

Develops methodology and reviews and evaluates all NCEES examinations. Consists of chair and one member selected from each of the four zones representing private practice, academia, government, and industry.


Examinations for Professional Engineers (EPE)

Responsible for the content and scoring of all NCEES engineering examinations. Reviews examination scores and makes recommendations of minimum passing grades for examinations. Evaluates the effectiveness of the examinations to the Board of Directors. Consists of three members from each zone and a chair. The committee has the authority to recommend, in connection with its work, the appointment of consultants. To provide continuity, 50% of the committee members are carry-over members.


Examinations for Professional Surveyors (EPS)

Responsible for the content and scoring of all NCEES surveying examinations. Reviews examination scores and makes recommendations of minimum passing grades for examinations. Evaluates the effectiveness of the examinations to the Board of Directors. Consists of three members from each zone and a chair. The committee has the authority to recommend the appointment of consultants. To provide continuity, 50% of the committee members are carry-over members.


Examination Policy and Procedures (EPP)

Reviews the effectiveness of the examinations and recommends policies, specifications, and procedures consistent with the trends in the engineering and surveying professions. The President may appoint others from the areas of academia, private practice, government, and industry as consultants.


Finances

Studies the financial needs of the Council, recommends sources of income and ways and means of securing adequate funds for the proper operation of the Council, and assists the Board of Directors in financial matters. Reviews the previous year's budget performance and recommends the next year's budget.


Law Enforcement

Receives comments and suggestions made by the various Member Boards in connection with state board regulatory functions such as adjudication procedures and rules of professional conduct. Collects court decisions and legal opinions affecting the administration and enforcement of licensing acts. Acts upon comments, suggestions, and recommendations to be submitted to the Board of Directors. Consists of a chair and members from each zone—one is a land surveyor.


Nominations

Receives recommendations from the zones and submits nominations at the Annual Business Meeting for a slate of officers for the next administrative year. Consists of five members and four alternate members-a chair and one member and an alternate member elected by each zone. The chair shall be the most recent available Past President.


Uniform Procedures and Legislative Guidelines (UPLG)

Cooperates with all agencies or organizations working for the enactment of improved laws and for the strengthening, by amendment, of laws, and with Member Boards in the administration of licensing acts. Studies the methods for facilitating the licensure and temporary practice of engineers and land surveyors previously qualified and licensed in other states and promotes effective procedures for uniform comity. Once every 5 years, reviews the Model Law and the Model Rules for revision.
